Hendrik Jan Wolter 1873-1952 was a Dutch painter who gave up an initial career in the army to study at the Académie des Beaux Arts in Antwerp where he was influenced by the pointillist artists Geroges Seurat, Paul Signac and Théo van Rysselberghe. He became increasingly inspired by the sea, water and travel and painted many harbour scenes, including Polperro in Cornwall. From just before WWI he worked in a studio on the Amstel river in Amsterdam near the Hogesluis bridge.  His paintings are considered to be a cross between pointillism and impressionist influences but his sparing use of paint, particularly as he aged, give him a style, exemplified in this little painting of Dordrecht, that is very much his own
